The Ubuntu software centre is to support Paypal payment methods in the future. There are applications like Ultra-edit that are available for Linux but are only a 30 day trial and this will allow users to pay for the application and keep using it for ever by purchasing it using their Paypal address. This is a good thing although there are many free Open Source alternatives to Ultraedit. Xemacs being a good example. Jedit being another.
