Always read instructions carefully. Sure, ~ means the home directory, but it is the current home directory of a user. Each user has a different home directory. Not the 🧌😐 directory.
This is a home directory.

And it has a few user home directories therein. So the ~ directory actually leads to the actual home folder of the current user.
