There are a few Windows themes out there, I just wanted to show how to make the MATE desktop look like Windows 8.1. This is very easy, just download these theme files.
Windows 8 mouse cursor theme: http://xfce-look.org/content/show.php/Win8E?content=160758. Put the contents into the ~/.icons directory.

Then the mouse cursor will be available.
Then install this theme into the ~/.themes directory, This provides a new Window theme that looks like Windows 8.1.

For a quality GTK theme that looks like Windows 8, try this one. https://www.gnome-look.org/content/show.php?content=158721. This will complete the look.
If the desktop is to look like Windows 10, try this out: https://www.gnome-look.org/p/1013482/. This is an entire transformation pack to make Xfce or the MATE desktop look like Windows 10.
There is also a nice Windows 10 theme here: https://codeload.github.com/B00merang-Project/Windows-10-Dark/zip/master. This works with MATE and gives the user a nice Windows 10 look.
This theme has a nice light version as well as a dark variant. But the flat look of the buttons is very nice. The Windows 10 icons are awesome. Good theme to emulate the look of Windows 10.
Install a nice Windows 3.1 styled Window theme on Linux: http://securitronlinux.com/debian-testing/install-a-windows-3-1-styled-theme-on-lubuntu/. That would also be an interesting theme.
Overall, I like the Windows 8 and Windows 10 themes. They look very nice.
