Install the language-pack-gnome-pa-base package to add Punjabi language support to Gnome.
Go to the languages section in Synaptic to find all available language packs.
The best way is to install the language-selector-gnome package and then search for language in the gnome menu and run the language selector program. This will ease the process of changing the system language. It will automatically download any required packages, and then the system language may be configured.
